Supreme Court keeps Missouri's 2022 map in place

A stay settles Missouri's election map for November while Medicaid paperwork begins unevenly and measured oil traffic complicates claims about Hormuz.

Word of the Day
apodictic adjective /ˌæpəˈdɪktɪk/

Expressing necessary truth or absolute certainty. 1

The first known English use of apodictic dates to about 1645. The word came through Latin apodicticus from Greek apodeiktikos, derived from apodeiknynai, “to demonstrate.” In logic, an apodictic proposition is necessarily true or logically certain. An apodictic conclusion follows as a necessity; a probable conclusion does not. 1 2

Supreme Court stays Missouri's map switch

Missouri will use its 2022 congressional map in November. On September 25, the U.S. Supreme Court stayed an Eighth Circuit order and related federal injunctions that would have required the state to use a Trump-backed 2025 map. The justices emphasized that voting was already under way with ballots based on the older districts. 3 4

The Missouri Supreme Court held on September 3 that the new map had not taken effect pending a referendum. A federal district court intervened, the Eighth Circuit ordered the new map used, and the U.S. Supreme Court stopped those orders. Its stay determines the map for this election; it is not a final judgment on the federal constitutional claim. 3

Medicaid paperwork starts state by state

Nebraska began enforcing the federal Medicaid community-engagement requirement on May 1. Montana began an administrative phase July 1, while Arkansas started a “soft implementation” without disenrollment before January 2027. Iowa planned to begin December 1. These are separate state timetables, not a simultaneous national cutoff. 5 6

For covered adults, the federal rule requires 80 hours of qualifying activity a month or another route to compliance, such as an exception. States must first try to verify eligibility with reliable data they already hold. Applicants and beneficiaries provide documents only when that check fails. CMS estimates that 8.8 million of about 20 million covered beneficiaries will need to supply information at renewal. Its estimate of 2.3 million fewer enrollees in fiscal 2027 is a national model that includes noncompliance and procedural losses, not a count of people already removed by early-adopting states. 5

Hormuz traffic rebounds below February levels

Preliminary Kpler tracking reported by Reuters put September Gulf crude exports at 12.8 million barrels a day, including roughly 7.4 million through the Strait of Hormuz. The rebound still left regional exports about 6 million barrels a day below February. The underlying proprietary Kpler dataset was unavailable for direct inspection, and its estimate excludes ships crossing with their AIS transponders off. 7

Those measurements do not verify President Donald Trump's claim of “total control” of the strait. The tracked 7.4 million barrels a day through Hormuz rules out complete closure. The regional shortfall rules out a return to February export levels. Trump publicly rejected Iran's proposal on September 26 while saying he remained open to another deal. 7 8

Iranian Foreign Minister Abbas Araqchi said U.S. acceptance would start a seven-day countdown to reopen the strait and pause regional fighting before broader talks. U.S. Ambassador to the United Nations Mike Waltz said Iran sought sanctions relief and release of frozen assets before those talks. Araqchi later said Iran had received no official rejection through mediators, and Trump said he expected more talks. The public rejection therefore did not end the diplomatic channel, and no public text settles the parties' conflicting accounts of the proposed sequence. 9 10

TikTok's Alabama settlement changes U.S. teen accounts

TikTok settled Alabama's lawsuit before a trial scheduled for September 28. The company will pay $100 million to the state attorney general, $2 million in litigation costs, and $14.2 million in attorneys' fees. A separate $183.8 million fund depends on qualifying settlements with other states. 11 12

Alabama alleged deceptive safety claims, addictive design, and harm to young users. TikTok admitted no liability, and the court did not decide whether its products caused the alleged harms. The money and released government claims are Alabama's. The decree applies these product duties to young U.S. users for five years: a default two-hour daily limit, pauses after 15, 60, and 90 minutes of continuous use, restricted access from midnight to 6 a.m., stronger age checks, parental controls, and a non-personalized feed option. 11

LINK reenters after failed Swift rescue

LINK, the commercial servicing spacecraft sent to boost NASA's Neil Gehrels Swift Observatory, reentered on September 25 after 85 days. An electrical power-system fault cost it two reaction wheels, and recovery consumed too much propellant to attempt the capture and orbit raise. Katalyst Space said LINK later came within 12 to 15 kilometers of Swift and tested its robotic arms. The $30 million mission gathered proximity and robotics data but did not perform its rescue objective. 13

Swift did not reenter with LINK. The observatory had resumed observations and remained operational in its decaying orbit. The Associated Press reported early November as an estimate for Swift's reentry; Katalyst gave the broader estimate of year's end. Neither is a fixed date. 14 13
